not quite sure what you're asking here. I watched that and did not see any 'effects' as such. Look slike a couple of layers of still images wiht the different layers animated in position and rotation in a stop motion kind of way.

Agreed, a bit of background blurring when the coloured pictures come in, and the opacity of the pictures kind of fades out and in when they move, that's basically it, innit.
All easily done with Premiere Elements, Pro, or any editor that has multiple tracks.
Even ProShow Gold would allow you to create similar slide shows, which is all that video really is
