Default Shine Effect in Premiere CS3?

Does anyone know how to perform the shine/blur effects in the gif below in Premiere Pro CS3?

I don't think you can animate gifs in adobe premiere even in cs3 .

Ya I know you can't animate gif's. I just posted the shortened video clips in gif format, so other users could see the effect I was talking about faster. Instead of having to download the actual full video clips.

I wanted to know how to do those effects on actual video footage.

Well it's hard to give you a straight answer, but the slow motion you see there it's easy right ? You have time remapping for that, the rest I guess I would have to try differents things, some effects presets there and play arround with them, sometimes you choose one effect and then you play arround with them and you come to a different effect that is nice but if I see it I won't know how exactly it was done cause there is so many options .
For the first picture I would try to get those things that look like white flames and put them in a different timeline and get that effect .
For the second picture inside the train or whereever i would try some presets, i've seen something close to it in cs3 for the third I would look for some preset too, that is the easy way, otherwise go to after effect and use some libraries over there and built your own effects .
