Default editing a video inside a video... fixed distance

Hi there
I have a problem.

I'm working on a video, where I have a video inside af video.
...And that's not a problem

But the thing is that the inside video need to be fix in a certain distance with an object which is in the "outside" video.

Is there any program, where I can point/mark a certain object (I know it need to be in a big contrast to anything else...) so the "inside vidoe" always will move with and have the same distance.

I hope someone can help me??? (Normally I use premiere and after effect for my editing...but if you know any other program which can do it, please let me know).. and sorry for my bad english.

What program are you using now, Pro or Elements? and what version?

Have you keyframed the scale and position properties?
