I've seen some tutorials for other video editing software where the editor draws a mask around an object - I haven't found a way to do this in Premiere Elements 4.0 yet so I was just wondering is there a way to do it?

Do you have an example of what you are trying to accomplish?
There are various ways to draw masks using the Track Matte Key or the Garbage Matte.
There are some good tutorials on using mattes at muvipix.com
