If you insert a blank tape, no time code, no nothing: Will it record timecode when you export to tape and get the blue picture? ...do you get audio with the blue picture?
If you have your camera plugged in (and in VCR mode of course) while editing: Do you see the same thing on your camcorder screen as in your project preview window on your PC?
Can you film/record new video with the camcorder?
Can you capture video from this camcorder without problems?

if i insert a new tape it does the same thing, just records a blue screen. The movie plays on the screen adn activates the camera, but there is no movie on the camera just a blue screen. THere is no sound either, all my settings are the came for capture and export, and yes i have captured footage from the camera onto the computer, but just cant export!!
Any help is greatly appreciated!

First of all I have to say as I was getting (and still am) used to addobe premier pro I noticed that when I came accross problems the first thing I did was to seek advise!
9 times out of ten the problem stairs you in the face... Maybe you should take time out and have a think about it. Yeah Yeah yeah I go on a bit I know but with searching through this forum I have learned quite a lot (Thanks Team).
Time code is not really an issue in regards to home movies/productions as nearly all digital cameras resets timecode to Zero once a new /old cassette is inserted! (Seek user manual) as for vhs format I 'know nothing'
If you are experiencing problems exporting to tape as I was a few weeks ago I learn't there was only one procdure to follow, before I go on I would like to say one thing! 'TEXT BOOK'
Once you have selected the seuquience you wish to export to tape and chose file/ export to tape/ dialog box/ Please note a checked box 'Activate recording divice' at the very top? You will notice it is checked! Please uncheck this box, then recheck it. You will now see your blue screen diapear and the contents of your movie displayed as it should be on your camcorder...
Just a note for the team! Please could you introduce a spell checker on your forum as I have made loads of mistakes. (Get use to it) lol.
