Default can't import 2.0

i'm using premier pro by the way.
i'm kinda new here. yup, i appreciate any help.

can't import I'm unable to import a certain avi file. i had just increased it's resolution from 480 to 1280 with a software called Video Enhancer. There werent any problems importing the original file (ignoring the fact that its too small). i've already made sure that both the settings for which i work in and enhanced the video too, are PAL. What else should i look out for? am i missing anything? sorry. that was my above message. the import window does open but nothing happens afterwards. the avi file is bout 400Mb large. i guess my question now is, what can i do to increase the video resolution without resorting to my earlier measures?
