Sounds like the Video to Camcorder then via firewire to Premiere is the way to go.

I have a Plextor ConvertX PX-M402U and I love it. It has RCA jacks that hook right up to the VCR, it's all very smooth.
I bought it thru Tiger Direct about 18 months ago (or so), seems that it was approx $130. (but I'm not for sure)
