Question Image Quality issue

Im using Premiere Elements as my editor and Photoshop for image creation... when i create an overlay for video for instance i created a Graphic overlay that has a transparent 'viewing box' if you will. this graphic takes up the whole screen however when i play it back it looks 'fuzzy' or out of focus. what size/resolution/dpi should i be creating graphics in so that they are crisp. (i import them as .psd)

if im not clear and you need more info let me know.

As a generial rule:

300dpi for print
70ish dpi for web and tv

if the image is not sharp and clear by itself it dose not matter the size

yeah they're clear at creation i build them from scratch in photoshop so as far as i know they are as clear as possible...
