Default Transcoding to poor iimage quality

I am using Premire Pro and Encore DVD. I have a couple of timelines that I've had to re-render because of changes I've made using Premiere Pro. However, when I export them into Encore I've noticed that each time I've re-render the timeline (ub Premiere Pro) my video has lines through it, the stills became fuzy and over all the quality isn't as sharp as the first time I rendered it.

Now I have the timeline the way I want it, but how do I bring back the quality? Is there a filter I can use or a button I need to click? I don't really want to do the obvious and that is to redo it, but I just thought I'd check to see if anyone had any tips/tricks that I can do.

For those that ask "Why am I re-rendering? This is the steps I've done -
1. Using Premire Pro to make changes in the timeline
2. Doing a save and then export --> movie.
3. Importing into Encore
4. Deleting the old timeline and then importing the new one.
5. Am I doing this correctly? It seems like a tedious process considering if I want to make changes from Premire to Photoshop I can edit straight out of Premiere.
