just want to ask, if theres a way to have a 2 video tracks and treated as layer in photoshop, i mean the layer option, such as; normal, screen, overlay... is there a video effect in Premiere 2.0 that can do this?

You do not have layer belnding modes like Photoshop in Premier Pro. You do in After Effects though.
But all is not lost. What you do have is the same thing is a set of 'effects' that you can apply tio the 'top' layer to dothe same job. Find your effects list and look in Vide Effects -> Keying and find a few of the effect you are looking for. Most obviously 'Screen Key' and 'Multiply Key'

thats a great infor Mr Alan Mills, that what exactly im looking for, thank you so much, regardless with the use of After effects, is there any video effects in Premiere pro that has a blending option, for example in Premiere 2 theres is a video effects called CIRCLE, and there is one option there of Blending option...

In truth, no idea. You're getting well into the realms of compositing wiht this kind of language and Premier pro is not a compositor. Use After Effect for that (if you stay Adobe).
As to what the options in CIRCLE does. I can only suggest you try it and see.
