Default Pixelation in Premiere Pro 2

Hi, I have been doing some pixelation work (removing peoples faces from video) using Premiere Pro by way of placing another layer over the original video with a suitable shape that covers the face or area to be pixelated. This layer is then moved around as the subject moves. While this works fine it is vey time consuming as it is a basic form of animation.

Does anyone know of a better way of doing it with Adobe software? I have Premiere Pro 2, After Effects 7.0 etc.

I know After Effects does motion tracking but this is very hit and miss if the quality of the footage is not good enough so can create more work.
