I was wondering if anybody knows how to make that big wide and white room they used in the matrix when neo had the gun rack appear i wanted to use that room in a music video

I vaguely remember that scene, but greenscreen was used a lot in the Matrix films and the 'gun rack' may have been been constructed in the prop department or was computer generated in a 3D modelling program. Keanu Reeves stood in a studio with the greenscreen behind him, he did his acting part and the 'gun rack' was added later in post producion. There may also have been a setup in the studio where the director could see all the elements being overlayed in order to give him a quick idea of what it looked like then and there rather than waiting for it to be done in post production.

im thinking part set (the bits that the actors are close to) and the rest cgi as the corridor goes off to nothing

As I recall, they changed camera angle (conveniently) between the shot where the gun rack come whooshing by and when they came in on eht actors.

I suspect it was all CGI while animating and then a static 'set' or prop while the actores were picking guns off it.
