Question Professional filters needed...

Hi. I'm looking for some professional quality filters to use for a video that create a distortion effect. Things like video break-up, negative burning (i.e where negative burns to reveal your chosen image beneath). Basically a range of stuff. Perfectly prepared to pay whatever it costs for this as this is a commercial project, but if there's any free stuff out there, great. Does anyone know where I can find stuff like this? Surely there must be online libraries or comapnies that specialise in such things. Thanks...

a) get yourself Adobe After Effects and a good manual; and
b) take a look at the tutorials at creativecow

Nice idea, but I don't have time to do that. I am looking for a solution that does not require me to learn software or spend hours doing something. I have a professional editor I am paying to work on this project.
