Sounds suspiciously like a job for Adobe Illustrartor to me.
A rather expensive tool for a one-off. If I find out how to actually do it then I'll do it for you if you like - assuming it proves to be a two minute job of course!

Use Adobe Illustrator, open a new blank document and use the Place command to place the bitmap image into the document. Then use the LiveTrace tool to convert it to a vector image. You may need to experiment with some of the LiveTrace options to get the best results. I'm sure there are standalone apps than can do this aswell but are a lot cheaper than AI2.0.

Ah yes! Livetrace. I knew it would come in handy other than for making my videos look like cartoons.
What's your timescale for this? No promises as I'm not sitting at my home PC (where Illustrator is installed) every evening. But if you can email me the graphic then when I pick it up it should only take a few minutes. Send to alan at alan d mills (all one word) .co.uk.

A high contrast image - black outline with white fill - gives the best results.
