Default how to cut a picture out of a movie file???

I'm new to video editing and i have this silly little problem "how to cut a picture out of a movie file???" i need a picture file as JPEG or smthn like that to edit in photoshop, but i have no clue how to get the maximum quality picture cut out of a video :S

If you are asking what I think youare then Premiere has a nice export frame option. This will export the current frame as a single BMP file which you can open in your favourite image editor and play with to your heart's content.

I would just like to add that the picture quality won't be as good as say if it had been taken with a five or six megapixel stills camera. And also if the camera is moving even with handshake that can make getting a sharp image more difficult. Preplanning in future can make the results better by having the camera on a tripod or level surface. I almost forgot to say you are dealing with an interlaced image (visible lines in the image) unless it was taken with a camera that has progressive scan (correct me if I'm wrong Alan).
