Not quite sure what you're asking here exactly.
If a zoom is what you are after (and consider it's use carefully) then by far the best way of doing it is to zoom the camera while recording your shot.
If you've already shot your footage and want to doa digital zoom from qithin Premiere then add the clip to a sequence, select the clip on the sequence you wish to zoom. In the 'effects Controls' dialogue/window open the 'Motion' set and adjust teh position and scale of your clip. Keyframe as desired to give the effect you're after.
But do note that a digital zoom will get blocky and pixellated the more you zoom. Premiere cannot invent detail.
