Default Panning across still photo

Customer wants photo's panned across, long shot of the picture then zoom in and move around the picture, can anyone help with what software would do this, to work with PE2

premiere elements will do this.

Add the photo at full res in to the project, then use the motion filter in premiere elements to key frame the position and scale. because it is a still image you can drag it out to the length required. Remember to keep the movements slow and steady and don't add long pans to the picture if it is zoomed in close, as this can quite uncomfortable to watch.
