also i explored AE myself and i found out how to do that black circle getting smaller but i dont get how he got the green shine only on the black circle

also i have trapcode shine

Easy enough, this one. IT look s like a two stage effort to me. You don;t need Ae, you can do it in Premiere Pro too.

Firstly, downlaod and install trapcode's Shine plugin. You can get it on demo to try out.
Create your title.
Apply Shine to it to get the light rays effect you want. Animate and keyframe till your heart;'s content.
Finally just apply any cheesey transition to fade it to black. They just chose some irclualr thingy.

I think it could be done with the text elipsce tool,being key framed to a smaller size. Then fade to black at the end. i will have ago to see what i can do later.

OK , so I finally got aropund top reading the entire original message and realised I answered a slightly different question didn't I? sorry.

So you know how to apply Trapcode shine and you know how to apply transitions.

Now I think the 'real' question is how to get the 'shine' to only emanate from the edge of the circle.

I think this is just careful masking of the original title before the 'shine' is applied, i.e. so that at any one moment in time you only have a thin cirlce of title appearing. Then, precomp that and overlay/blend with a copy of the original title.
