For future posters: the referenced effects is a series of clips w/ audio that are repeated several times per second. (And for you adult swim nerds like me, it's the often-used effect from Tim and Eric Awesome Show).

For the original poster:
It is almost certainly just a copy/paste. In your editor, you should be able to isolate your short clip, copy it, and paste it back-to-back repeatedly to get the intended effect. The execution is easy enough, but I'm sure there's a time investment here if you're looking to make something similar to the video you posted, which features multiple overlayed clips and chroma keyed backgrounds, etc.
