Possibly you've had Movie Edit Pro on your machine at one time or another. First thing to do is tidy up those registry entries, although it's curious that they are both DirectShow and named as MPEG1 filters.
The program that I use is called Filmerit from here:

It has a "one-click fix" mode documented on the website (there's a link to the right on the above webpage).
Try rendering out a small portion of one of the problematic files - I like Womble but you may have something else you're happier with - and see if it works.
If it doesn't, download and install ffdshow from here:
SourceForge.net: ffdshow
Try the render again.
One last thing. On looking back through your posts this morning, I have only just noticed that you said these are Tivo files converted to MPEG. What s/ware did you use to convert?
