Thanks for your reply. My answers to your questions in red.

A DV AVI render out plays and looks fine on your PC? Yes

But both WMV (Web) and MPEG2 (DVD) have these artifacts? Yes

Did you follow Marc's suggestion to up the bitrate and a do a multi-pass encode? - For the web de-interlace. Sorry, do not know how to do that (new at Vegas)

I have had similar problems before (not yet with Vegas). I ended up dumping out the timeline from the app in question to uncompressed a/v and then re-encoding that.

What are your encoding steps?

I also noticed that when I used architect to prepare and burn dvd is was set at NSTC so have changed to PAL Widescreen. Looks better - but still 'movement' although not as bad.
