It's trying to locate a function within a library (the function being mplSetVideoSP_PrescanEdit in the library mplvw7.dll). I would therefore look to ensure that dll is in the either the system path (typically c:/windows/system32) or in the application's folder (as an app will always check it's own folder prior to searching the path).
Failing that try and restore the library in case the one you have is somehow corrupted. You may also want to try uninstalling, running a reg cleaning utility and reinstalling to see if that helps.
