What is your field order, upper first, lower first, none-progressive... change it to none if set to lower or upper and see what happens. As far as the size is concerned it all depends on the bit rate setting.
try getting a screen shot of you render settings that would help out a lot.

1. The intended outcome is to post it on YouTube, but I have VirtualDub to compress + resize the file. Unless you can tell me how to compress and do all that using Vegas alone, that would be good
2. I'm not very familiar with Vegas, so I don't quite understand by what you mean by 'field order'.
