Hello there again

I have seen videos where people have edited there own mouth on other people and then adding there own audio.

For example. If I have footage of a man speaking, I would like to cut his mouth out and put my mouth on his.

Is there anyway to do this in Sony Vegas? I was thinking cookie cutter maybe?
