Default Compressing for web use

HI

I seem to have a problem getting my DV recordings onto the web in a file small enough yet of decent quality.

I have a 30 second clip that I captured from tape using Prem Elements. I epxorted the clip to an .avi file (25 fps, DV Cam Compressor) which is 100Mb in size. I then encoded the file using Flash 8 Video Encoder (Flash 8 Medium Quliaty - Video 400kbps, Audio 96kbps Stereo) and ended up with a 5Mb .flv file which seems pretty poor qualit as you can see from the attached pic. It's not that it's grainy its the way there seems to be horizontal distortion.

When I see quality of small clips on, say, youtube, i think I should be getting a better result than I am. The original is very good quality.

Anyone have any ideas what I'm doing wrong?
