I figured it out.
There are icons to the left of the pan/crop event window that allow you to specify a pointer or a magnifying glass. These should have been obvious.

I am surprised that the "Show me how" did not tell me that I had the wrong pointer selected. Are you listening Sony? You need to add that one in.
