I know premiere will do this easily, just export the movie as a series of images, I expect you can do it in most video editing app's just as easily.
what software do you have?
if you need to do it for free you can do it in Virtual dub Mod, (free from:
here)
just open the file and go to file> save image sequence,
you can then set the prefix, suffix, and format (BMP, TARGA or PNG only though)
it will output each frame, so 25 per second for PAL and 29.97 for NTSC.
you may well need to de-interlace your footage to avoid problems, you can do that in virtualdubmod before you export your frames:
make sure it's in full process mode in the video menu, then
video> filters> add >select deinterlace from the list, experiment with settings for best results, then save as image sequence as above.
