In my opinion kristovao has already put you on the right track.

I too think this was a mutli layered image. You can import multiple images, each with an alpha channel or import a multi layered PSD file as a sequence.

Then you can pan, zoom, blur, move across and control each image layer seperately. It very simple to do, probably just a but time consuming to get it exactly how you want.
