i want someone to help me in exporting video in premier 6.5.

my pc configuration:
Intel p4 2.4 ghz
Matrox P550 Dual head graphic card
seagate scsi ultra 320 hdd 127gb
Matrox x100 xtreme editing card
2 monitors
sony dvd writer

Problem:
i had captured 2.5 hrs of pal video from VHS in avi format and after that i edit with all effects,

problem starts when i export in dvd format:
problem 1. i export premier 6.5 dvd pal default export, when encoding is done than i import the file in sonic my dvd and burn the dvd and than i play in my pioneer dvd player the picture is vibrating all the time.
pls help on this matter.
i had try one thing which works, which is i export in advance pal dvd export and give the video value 4500 bit/sec and audio 39, but my video quality drops, but another thing is when i export with the same value in ntsc dvd the same problem which i mentioned i.e. vibrating all the video in dvd player.

need help in this matter !!!!!! please react everyone who knows the solution.
