Default How long a video can I fit on a DVD

I am very new to all this and was wondering what length video I can fit on a single DVD. The manual didn't seem to explain video bit rate very well. I set it on maximum only to be told later that I should set it to 9953 or 1777. I set it to 9953. Does this affect the size of the captured video. I have captured about 20 minutes of video at mpeg 2 and it has created a 1.4 Gig file which means I can put only about 1 hour on a DVD. Now I am capturing from digital video and assume to get maximum quality I should use mpeg2 is this right. I am viewing it on a normal 100hz TV.
