As far as flashing banners go, Zaskar has his opinion, others have theirs, it's horses for courses. Personally, it makes no difference whether it flashes or not to me, so you shouldn't drop the idea, just refine it and press ahead. You asked for opinions and they were given. Choose the ones from people you respect and want to pay attention to and move forward in a positive way. Do a completely new banner and ask again. Keep going until you are happy and the majority of others approve.
Ultimately, the choice is yours as to how it looks.
