For inclusion in video I don't think you actually need more then 72dpi tbh but if you scan at 300dpi then yhou have the options to....

a) Print a hard copy photo; and
b) Be able to zoom and pan the photo within your video compositions.

If you find scanning at 300 dpi and opening in Photoshop too long then I suspect you are ready for an upgrade on your h/w.
