Default Export for Windows Media Encoder

After I edited down to a small 1.5 min video clip (the source was my camcorder DV ~ 2.3 Gb - PAL for about 18 mins). I intend to use Windows Media Encoder to reduce this clip, currently ~ 260 MB, to around 1 Mb in order to e-mail it.

But my question is what should be done and where. At present I export to AVI from Adobe Premier Pro (clip on the Timeline) then apply all the settings in WME.

But do I need to use the Deinterlace option?

Any advice please.
