Default ntsc capture to pal?

hi, this is my first post but i've been looking for an answer to this question for about 6 months all over the internet.

i have a sony video camera that i capture PAL analog by connecting a PAL vcr to the camera and using the pass-thru and firewire so i capture PAL via premiere. i have some NTSC tapes i desperatly want to capture so i can make a dvd. my vcr can play the tapes on to the PAL tv but when i connect to the video camera it doesn't work. from my research this is (i think) because the vcr outputs the ntsc as PAL 6 rather than PAL 5.5. the video camera can import the 5.5 but not 6. i'm sure someone must have had to do something similar before and i would love to know the easiest, most cost effective solution. do i need to spend a fortune on a vcr that handles video conversion? do i buy another vcr that can output to ntsc and then buy a cature card that can read ntsc? do i buy a particular capture card? other options?

any help on this would be really appreciated. thank you in advance,
