Er. i might be missing something in this question but look especially hard under 'Audio Effects' in the effect/transitions window. When you find them, simply drag and drop one onto the audio layer in question. Just like you do for video effects.
You might want to try the reverb one first.
But, if you have Premiere then you may well have Audition as well (they often come bundled together you see). Audio editing is best done there.
