1. Right click the sound clip and select 'Apply Non-Real-Time Event FX'
2. Left click the all folder, then double clcik the noise gate. Play around with the values until you have the desired effect.
... and no. Success will depend largely upon how bad the wind distortion was on the original clip. Very difficult to eliminate this type of noise completely.
