I am puzzled by this I have just created a DVD for my daughter's 21st birthday. The DVD Included a 'Movie' menu and a 'Special Features' menu. Movie Factory's limited cusomisations apart, you certainly can create additional menu items. Obviously though your have to create the movies associated with those items as separate video files.

That aside you could always try ULeads DVD Workshop. A free trial is available from their website.
