Well, there's a bundle of packages oput there so a lot of it will be down to personal preference.
Personally I use Adobe Encore DVD. The thing I like about Encore is that the menu files are simply (??) Photoshop files so the bulk of the editing can be done in Photoshop before importing into Encore proper to set up all the links. i.e. menu buttons are just groups of layers in the Photoshop file.
So if you are experienced in Photoshop this might be the way for you to go. It's not the cheapest though - but there are ways of making it cost effective - and I'm NOT talking about ripping it off either. You can often find it bundled in with hardware, along with Premiere Pro and Audition and can pick up the whole bundle for under about £400.
